September 13. 2007 Dear Precinct Committeeman: As many of you recently heard it was reported that it was not my intention to seek a 4th term as Chair of the Democratic Party of DuPage County. My decision not to run again was made long ago, as those close to me were aware. This week, a slate of candidates announced their intentions to run as the elected officers of the Democratic Party of DuPage County Central Committee in 2008. They are: Rob Bisceglie, Chair; Chris Hotchkin, 1st Vice Chair and Bob Jeffers, Treasurer. I personally will be supporting this slate of candidates to carry on the investment you have made in increasing Democratic votes in DuPage County. And as you are aware, there are other ideologues, disguised as Democrats, who are working hard to divide and weaken us. Another candidate has announced recently that he wants to be the leader of the DuPage Democrats. I will refrain from comment until later in this letter. Already there is an acrimonious situation, which is starting to rear its ugly head, because of these recent announcements. I have serious concerns about what might happen to our party over the next 6 months, if this situation were to be allowed to continue, as we lead up to the 2008 County Convention. I have been giving serious thought to this situation all week, since the slate informed me of their decision, and that they were going to make a formal announcement. I have made a decision that I hope will be in the best interest of the Democratic Party of DuPage County. Effective Friday, September 14th, I am resigning my position as Chair of the Democratic Party of DuPage County. By doing this now, we will stave off a 6 month "war of words" between the candidates, and this will hopefully unify out party. As stated in the Democratic Party of DuPage County by-laws (VIII; Vacancies), a Special Election must be held to fill the vacancy of Chair, not less than 30 days and within 60 days after the date of vacancy. A notice will be sent to members of the Central Committee for the Special Election, announcing the date, time and location not less than 5 days before the date of the meeting. Also, to ensure that a "fair" election is held, and as one of my last actions as Chair, I have called for a moratorium on the appointment of Precinct Committeemen, until after the Special Election is held. Now, as my last act as Chair, I am choosing to make a statement regarding the "other person" who has announced that he would like to be leader of the Democratic Party of DuPage County. Please know that to date, in the best interest of the Party, I have been reluctant to make any derogatory statements regarding the "other" declared candidate, although he has continually chosen to do so. He has worked outside the regular organization, belittles all the hard work and accomplishments that you and I have achieved. He makes false statements and embellishes most information that is sent out. When asked to substantiate his claims, he has refused to do so. He abandons the rules and ignores the intricacies and the legalities, which are required by State Election Law. He does not have the experience, integrity or the best interest of the Democratic Party of DuPage County at heart to lead us into the future. I will be fully support and will vote for Rob Bisceglie as Chair in the Special Election and, if Rob is successful, I will support Chris Hotchkin to fill the vacancy of 1st Vice Chair. Rob Bisceglie has proven to me, that he has the best interest of the Party at heart and already has selected an experienced team to support him as Chair. To ensure the continuity, integrity and confidence that you deserve from the Democratic Party of DuPage County, I ask that you do the same. Please know that I have been honored and humbled to represent you as Chair of your party. Thank you for your commitment and support. Respectfully yours, Gayl Ferraro
